Effective date: September 28, 2026
These Terms and Application Policy (“Terms”) govern applications, screening, training, examinations, payments, certifications, public credential records, and renewals provided by Casino Content Creator Certification (“C4”). By submitting an application, making a payment, accessing assigned training, or using a C4 credential, you agree to these Terms and the linked Privacy Policy and Refund and Cancellation Policy.
Eligibility and individual participation
Every applicant and participant must be at least 21 years old and legally permitted to participate. Each person must use a unique email address and complete C4’s individual application, identity and background-screening process, agreements, training, examination, and credential requirements. A team coordinator may identify participants but cannot provide another person’s consent, authorization, signature, or sensitive identity information. Payment responsibility follows the casino-sponsored or independent pathway below.
Individual certification and casino-partner onboarding
Creators may apply directly to C4 without a sponsoring casino, or enter through a participating property’s pre-approval process. Each person must qualify individually under the creator brand they represent. A casino invitation, sponsored seat, group membership, or teammate’s credential does not certify another person.
Casino-partner onboarding is a separate business process. The casino and C4 agree on participating properties, authorized supervisors, property-specific education, reporting, and filming-approval procedures. A partner casino supplies and approves its own rules. C4 certification, property approval, and approval of a particular filming request remain separate; none automatically provides the others.
Who pays: casino-sponsored and independent creators
Casino-sponsored pathway: each creator pays the $329 initial screening fee for their initial background check and social-media screening report and review. After C4 approves the required screening, a participating casino separately confirms the named people and brands it will sponsor. The casino pays for their required C4 General, applicable state or tribal, casino-group and property-specific education, initial certification and ongoing training and certification within the written sponsorship scope. Ongoing services include monthly social-media reviews, six-month recertification and annual background rescreening.
Independent pathway: creators or their creator brand remain responsible for their separately quoted training, certification and renewal costs. The independent pathway is otherwise unchanged. Passing screening or receiving a casino referral does not guarantee sponsorship, certification or filming permission.
Sponsorship identifies the people, brands, properties, services, term and payer before paid enrollment. It does not grant a casino access to private background reports or transfer a creator’s consent obligations. If sponsorship ends, future self-funded services require a separate accepted quote; casino charges do not automatically become the creator’s responsibility. No renewal or recurring charge is authorized by an application alone.
Initial screening and independent-path pricing
- Application and preliminary review: free. C4 reviews completeness, proposed states, activities, gaming verticals, compensation, and basic eligibility before requesting payment.
- Initial background and social-media screening: $329 per person, paid by each creator. This includes the initial background check and social-media screening report and review. This is paid after preliminary qualification and before that person receives a screening-provider invitation. It is separate from the certification fee and any additional-participant fee.
- Initial certification fee: disclosed in a written C4 quote before acceptance and payment, for a six-month certification package covering one or two approved people. The quote identifies the approved states, gaming verticals, activities, and included service scope.
- Third and fourth approved participants: any additional-participant fee is disclosed in the written C4 quote before acceptance and payment. The standard certification package is limited to four people.
- More than four people: requires separate group pricing and a written C4 quote or agreement.
- Renewals: pricing is tiered by follower count and planned filming states and will be disclosed before payment or renewal authorization.
Independent-path certification fees and any additional-participant fees are disclosed in a written C4 quote based on the approved states, gaming verticals, activities, and included service scope. Court, database, fingerprinting, licensing, motor-vehicle-record, international, or other nonstandard third-party charges may be additional only when disclosed before the related service is ordered. Any change to the accepted service scope or price requires C4 to provide, and the purchaser to accept, a written quote. Removing public price amounts does not change a previously accepted quote or agreement.
The six-month certification term begins on each person’s credential issue or activation date unless a written C4 quote states otherwise. The quoted package price is not reduced when only one of its two available seats is used.
Your five-step C4 certification process
- Apply: the individual applicant or team coordinator submits a free application identifying the creator brand and proposed participants. C4 conducts a preliminary completeness and eligibility review. Each participant then completes their own secure individual intake using a unique email address and supplies their own information and required consents. Insurance proof is not required with the initial application or before background screening.
- Complete initial screening: each creator pays the $329 per-person initial screening fee, including the initial background check and social-media screening report and review. Each person separately completes the screening provider’s hosted disclosures, authorization, identity steps, and background-screening invitation, together with any other initial checks identified in the accepted scope. C4 reviews the results and application materials before clearing the person to access education. A screening result marked “consider” requires human review and is not an automatic denial. Screening standards and review rights are explained in the Background Screening and Renewal Policy.
- Complete education and submit insurance proof: after C4 screening clearance and acceptance and payment of the written education and certification quote by the confirmed casino sponsor or independent-path purchaser, each person accesses C4 General and the assigned state-law, applicable tribe-specific, gaming-activity, casino-group, and location education and assessments. The passing standard is at least 85%, unless a published standard for a specific certification track states otherwise. At this stage, the creator brand submits proof of both media liability and general liability insurance. Pending or under-review insurance proof does not block access to courses or progress through coursework.
- Receive final review and your credential: C4 confirms completion of the required education and assessments, approval of the brand’s insurance proof for both required coverages, and satisfaction of the other certification requirements before activating the six-month person-and-brand credential. Payment, screening clearance, course completion, or uploading a document alone does not activate certification. Each property separately decides property approval and permission for the proposed filming session.
- Maintain and renew: keep brand membership, channels, insurance, declarations, and account information current. C4 completes monthly social-media reviews during certification; these are not continuous monitoring and cannot detect every issue. Complete the six-month eligibility review, recertification education and assessment, payment, and final reapproval, with full background rescreening annually as described in the Background Screening and Renewal Policy. Renewal is not automatic.
C4 will not order or obtain a consumer report unless C4 and its screening provider have confirmed an applicable permissible purpose and the participant has completed any required standalone disclosure and authorization. Where applicable law requires, C4 will provide required notices, report or rights information, and a reasonable opportunity to dispute inaccurate information before final action.
Required brand insurance: media liability and general liability
- General liability: at least $1,000,000 per occurrence and $2,000,000 annual aggregate.
- Media liability / media errors and omissions (E&O): at least $1,000,000 per claim and $1,000,000 annual aggregate.
These are coverage limits, not C4 fees or insurance premium quotes. Coverage must apply to the relevant creator brand, insured people and activities. A casino may require higher limits or additional endorsements.
Every creator brand must carry both media liability and general liability insurance to obtain C4 certification. Media liability addresses covered claims arising from content, such as alleged defamation, privacy violations, or copyright infringement. General liability addresses covered third-party bodily injury, property damage, and other liabilities described by the policy. Actual protection depends on the policy’s terms, limits, exclusions, and insured activities; one coverage label must not be assumed to satisfy both requirements.
Submit proof after passing the required screening, when starting education. C4 must review and approve evidence of both coverages before issuing certification. Insurance proof is not an initial-application, background-screening, course-access, or coursework-progress requirement. A casino may impose additional insurance conditions for its own property. C4 does not endorse a particular insurer or promise that a policy covers every incident; confirm the relevant brand, people, and activities with your insurance professional.
C4 may request photographs, creator-channel information, signatures, and other evidence reasonably related to safety and credentialing. Insurance records are collected at the education stage described above. Sensitive information needed for a background report should be provided through the screening provider’s hosted process rather than ordinary email. C4 may approve, condition, pause, or deny an application based on eligibility, completeness, verification, safety, service capacity, or compliance concerns, subject to applicable consumer-reporting, notice, dispute, and other legal requirements. Payment does not guarantee certification, casino access, or any business result.
Refunds, cancellations, and substitutions
- Screening fee: refundable until the related screening report is initiated. Once the person authorizes the check and the report is created or ordered, the screening fee is nonrefundable except for a duplicate order, vendor error, C4 cancellation, or when required by law.
- Certification fee: may be refunded when requested within three calendar days after payment only if no covered participant has opened assigned course content and C4 has not begun credential processing.
- After services begin: certification fees are nonrefundable after any participant opens assigned course content or C4 begins credential processing, except for duplicate charges, processing errors, C4’s failure to provide purchased certification training access, or when required by law.
- Substitutions: a purchaser may request one participant substitution before the original participant first accesses assigned training and no later than 30 calendar days after certification payment. The replacement remains subject to C4 approval, a separate application, and a new $329 screening and administration fee. An initiated screening for the original person is not refunded.
- Nontransferable seats: once a person begins training, that seat cannot be transferred.
Course or examination failure, withdrawal, failure to complete requirements, expiration, suspension, or revocation does not create an automatic refund. A disputed or “consider” background-screening result is placed on hold for required review and does not itself determine eligibility or refund status. Complete rules are stated in the Refund and Cancellation Policy.
Training, examination, and retesting
Each participant must complete assigned modules and satisfy applicable video-progression, prerequisite, agreement, and identity requirements. Unless C4 publishes a different standard for a specific certification track, a score of at least 85% is required on the certification examination. C4 may limit attempts, require additional study, impose a waiting period, or charge a separately disclosed retest fee.
Course certificates and public credentials
A course-completion certificate records completion of assigned learning. It is separate from the public C4 credential. The public credential is controlled by C4 and may show the approved name, photograph, credential number, status, issue and expiration dates, approved channels, filming states, and property-specific authorizations or limitations.
A C4 credential does not itself grant casino access, permission to film, regulatory approval, employment, endorsement, sponsorship, or a substitute for any property or government background check. Each casino or property retains complete authority over entry, filming, supervision, equipment, guests and employees, gaming areas, publication, and removal.
Renewal
Renewal is not automatic. The casino sponsor authorizes and pays for sponsored creators’ ongoing certification within the written scope. On the independent pathway, the creator or creator brand authorizes and pays the disclosed renewal costs. The responsible payer must separately accept any recurring-billing terms. Every six-month renewal requires an updated eligibility review, current declarations and agreements, assigned recertification training, an assessment score of at least 85%, payment, and final administrative approval. A full annual rescreen substantially equivalent to the initial screening is required at months 12, 24, 36, and every twelve months thereafter. The annual rescreen is a required per-person line item included with the applicable six-month renewal order.
Credential status is not extended by payment or course completion alone. If screening, training, payment, documentation, or review requirements are incomplete at expiration, the credential may expire or be placed on Review Hold. Current requirements are detailed in the Background Screening and Renewal Policy.
Standards of conduct
- Follow all property rules, laws, gaming regulations, privacy requirements, responsible-gaming standards, and staff instructions.
- Obtain required permission before filming or publishing and respect restrictions involving guests, employees, security, cash handling, games, surveillance, and restricted areas.
- Use accurate sponsorship, affiliate, advertising, and other legally required disclosures.
- Do not misrepresent credential status, casino authorization, results, winnings, odds, or C4’s relationship with any property.
- Protect account access, credential numbers, QR codes, and confidential information, and report suspected misuse promptly.
Suspension, revocation, and status changes
C4 may mark a credential pending, inactive, expired, suspended, or revoked when information is false or outdated; eligibility, insurance, payment, renewal, training, or examination requirements are unmet; a credential is misused; property rules or law are violated; conduct threatens safety, privacy, gaming integrity, or C4’s certification service; or continued public verification would be misleading. C4 may act immediately when safety, fraud, payment dispute, or legal risk requires it.
Unless immediate action is necessary, C4 will attempt to provide notice and a reasonable opportunity to supply information or correct a curable issue. A person may request review using our contact form. C4 will provide any notice, dispute process, review, or appeal required by applicable law. Otherwise, an administrative determination becomes final after C4 completes its internal review.
Submitted materials and publicity
You retain ownership of materials you submit. You grant C4 a nonexclusive, worldwide, royalty-free license to store, review, reproduce, format, and display those materials only as reasonably necessary to administer certification services, communicate with you, verify compliance, and operate an approved public credential record.
